Chahaer were a new province after the Nationalist government's building in Nanjing. How to control this new province and extend the national power to everywhere? Strengthening the police department was a good selection. This paper inspects the construction of police system took by the nationalist government in ten years from the building of Chahaer province to it was captured by Japanese Imperialist. By analyzing the organization, characteristic, function and effect of police system, the author attempts to discuss the result of the police system's constructing around Chahaer province in ten years.The paper consists of three parts: the introduction, the main body and the conclusion. The research conduct by the experts before into Chahaer province and police system are presented in the introduction. It also concludes the data and the meaning of this paper.The main body is divided into three sections. The first section mainly recites the situation of Chahaer society from 1928 to 1937. The second section introduces the construction of police system by analyzing the history, organization, funds, personal and weapons of the police system in Chahaer province . The characterisic and function are discussed in the third section. About the characterisic, the paper discloses its count-communist, as national defense nuclear, defending Japanese invading etc.. About function, the paper expounds the two side functions of police, they are controlling and service, and author also makes out the essence of the function.In the conclusion, author concludes the construction of Chahaer police system in the governing by Guomindang, the military power and the effect to defending the Japanese Imperialist.
