In the 1930 s,China was in the situation of internal and external troubles. In addition, the Japanese imperialism accelerated the pace of aggression, and the national sentiment of the Chinese people was extremely high, which prompted the wave of nationalism to sweep the whole Chinese society. As an important part of cultural policy,KMT's fine arts policy was naturally influenced by nationalism. Therefore, the influence of nationalism on the fine arts policy of the Nanjing national government can be clearly identified in the specific measures of the Kuomintang. At that time,Chinese people believed that building a modern nation-state was the only way out for the Chinese nation, and they constantly learned from the experience of western countries in building a modern nation-state.In this process, influenced by the Soviet Union's literature and art policy, the Kuomintang and the Communist Party chose to implement the policy of literature and art in the process of seeking political rule. From the political level, the fine arts policy of the Nanjing national government is the means for the Kuomintang to seek political rule;from the ideological level, the fine arts policy implemented by the Kuomintang for the purpose of national ideological rule;from the cultural level, the fine arts policy of the Kuomintang has a certain significance to promote the development of the modernization of Chinese art. From the perspective of the development of the whole era, although the Kuomintang attempted to help the construction of a modern nation-state through the fine arts policy,it is undeniable that it has accumulated experience for the construction of a modern national state.
