This dissertation is a comprehensive study on plural social-values, media control and intense conflicts between them using the methods of sociology and communication in the context of Brezhnev's time. Finally, the concept of political legitimacy and how to obtain the resources of political legitimacy by the way of inner (ideological) condition is analyzed logically.The dissertation is made of five chapters besides preface and conclusion. The preface is an overall discussion of necessity and significance of topic, category and methods of research to build the frame and the foundation of the whole dissertation.The main text consists of five chapters. Chapter One clarifies several concept: "social-values", "plural social-values" and "media control". At the same time, defines the research concept of this topic clearly: Plural Social-values means Plural Political -values, Media Control is particular media system of Soviet Socialism. Chapter Two introduces the social- values evolution process from Stalin to Khrushchev to Brezhnev which is unfolded by the model. Chapter Three centers on the media characteristics and social functions of Soviet Union.
