The Geneva Protocol's full name is "The Protocol for the Pacific Settlement of International Disputes". It aimed at the solution of the security problem after the firstwar. It reflected the conflict between the main winner country-France and the mainloser country-Germany, it also reflected the conflict of foreign policy betweenEngland and France which are all the winners of the war. Not only the European countries but also American and the Dominions of England were related with this problem. Actually, after the Ruhr crisis and the actualizing of Dawes Plan, the Geneva Protocol is an important bout between England, France and American about security problem, it took up an important status in modern international relations.The essay consists of three parts. The first pat expatiates on the background of the Geneva protocol of 1924, it focuses on description of the European condition after the first war and the whole protocol, it also included many countries' opinion about the protocol.The second part is about the process of the discussing the protocol. It related to the opinion of the English Parliament, Army, Cabinet, the Foreign Office and the committee of Imperial Defense. The essay tries to make the readers understand that American cared about the European security problem very much, and its attitude directly affected the England government's position about the Geneva Protocol. In the part, I detailedly described the undercover communication between England and American which is a novel part of the essay.The last part is mainly about the reason why the Geneva Protocol was rejected by England. It refered to several parts consisting of the economic condition, diplomatic tradition, the limitation of the protocol and the opposition of the dominions and American.
