With the development of the tourism of China, more and more tourism materials have been translated into English. There exist many bad translations, which have brought a negative influence over the development of tourism. Some researches prove that the translation problems caused by cultural elements in tourism materials are conspicuous that need to be solved immediately. Skopos theory is the guidance of the thesis to discuss how to solve the cultural problems. The skopos theory changes the positions of source text and target text, enlarges the concept of translation, makes the translation process more flexible, and updates the roles of translators. The thesis analyses the cultural elements in tourism materials from two levels: cultural terms and language convention. Under the guidance of skopos theory, the author puts forward that when translating the cultural terms, translators should bridge the cultural blanks for the target readers, to accomplish which the specific techniques: literal translation, literal translation with annotation/amplification, transliteration with annotation/amplification, and transliteration plus literal translation with annotation/amplification can be used; when handling the language convention, the translators should conform to the target readers'language convention, to accomplish which the techniques: omitting, paraphrasing, and restructuring can be used.
