Regionalism influences deeply the soundness of state power, reasonableness and availability of the administrative structure and discretion of efficiency of administration. It is also the important factor of impacting national comity and the development of economy and cultural.Our country has made remarkable progress in economy, politics and civilization in last twenty years. Though as a basic lever role of the society development, the regionalism has keep down lots of irrationality arrangement. The active regionalism has been not only the bottleneck of administrative system revolution in China, but also the obstacle of social progress and sustainable economy development. The development of social and economy wants active regionalism reform reasonably and effectively.The success reform and the practice needs the correct theory instruction, needs to profit from the history, and needs to carry on the innovation according to the historical experience.
