Public art education as a part of university humanism quality education plays a vital role in cultivating the innovated compound talented person.This paper involves three studying methods: literature studying method, questionnaire studying method and the analytic demonstration method. It makes a deep study of public art education in science and technology universities by using the theories of the pedagogy, the psychology and the art.Based on collecting the data on the public art education in science and technology universities of our country by the literature research and the network inquiry, the author finds the present situation of the public art education in science and technology universities is not optimized, because the public art education as a new discipline in the university of science and technology develops not maturely, In addition social and student have the utility oriented value, the soil of public art education for survival is still barren, the benign development receives the hindrance, and many questions are exposed in management system, teaching and so on.To study how to implement the public art education scientifically the author elaborate the characteristic of public art education and the value to cultivate the students : the public art education is a part of the full-development education , and has the characteristic which include vivid quality, the practical quality, the esthetic appreciation, it can improve the students culture quality, the esthetic ability and the innovation ability; then the author proposed the principle for art education in science and technology universities implemented: Main body principle, practical principle, esthetic appreciation and study principle, open principle, the combination of art education and science education.According to the implemented principle the author point the measure: establishing a effective organization; strengthening the related system construction, builds the good social atmosphere for the public art education; renewing idea to promote the status for public art education in science and engineering college; Establishing scientific and effective manager mechanism; deepening teaching reform; strengthening the scientific research and the cooperation. The author expects the paper had the reference value for public art education in science and technology universities.
