Negotiation of economic co-operation in the Northeast was one important issue of Sino-Soviet relations after World War II. Immediately occupied the whole Northeast, Soviet troops began stripping systematically the major equipments in former Japanese-owned enterprises and claimed joint Sino-Soviet management of certain critical industries. China's KMT government maintained that all the Japanese property in China's territory, including the Northeast and Taiwan, should be confiscated by central government of China as a part of Japan's reparations to China. The two nations disputed for a long time, but left it unsettled at last. Different to the previous studies, which paid attention to the difference between the two nations, this essay pays especial attention to the one party of China's KMD government, observes and appraises, from a new angle of view, the negotiator Chang Kia-ngau's position in and action on the negotiation between China and the Soviet Union, and tries to reveal how the disagreement between the policy-carriers and the policy-makers was settled under the autocracy of KMT government in a different manner as democratic governments. The author believes that though failed to retrieve the Sino-Soviet negotiation, Chang Kia-ngau did try his best to conclude an agreement and his suggestions had affected Chiang Kai-shek in some degree, and that though Chang Kia-ngau made more proper judgement of Soviet intentions, Chiang preferred the policy-makers in Chongqing in general, which became one of the important factors leading to the failure of Sino-Soviet negotiation.
