21st century is the information age, which is featured by the application of network information and multimedia. Information age revolutionizes education. The function of education changes from teaching knowledge to developing the person's ability to discover, dispose, renew and create knowledge. Foreign language teaching in information age also transforms teaching language knowledge into developing the learner's ability of searching, receiving and disposing foreign language information. With the rapid development of information and multimedia technology, Network information and multimedia technology are more and more widely used in education. The thesis analyzes the application of network information and multimedia technology in foreign language teaching, probes how the teacher-centered teaching mode changes into the learner-centered one by the use of network information and multimedia technology. This paper probes how the learners learn foreign language in a creative way and develop the capabilities of cognition, communication and information by using network information and employing multimedia technology.Foreign language teaching by the application of network information and multimedia technology should follow the following principles: accommodating teaching and learning; adapting foreign language teaching to the new environment, optimizing foreign language teaching, integrating foreign language learning with cognition. The paper analyzes the theoretical basis for integrating network information and multimedia technology with foreign language teaching: linguistic theory, cognitive psychology, constructivism theory, communicative language teaching, input and output hypothesis, and their guiding significance in foreign language teaching. The author studies the characteristics and effects of multimedia and networks and discovers that multimedia and networks have the characteristics of non-linearity, interactivity, and integration. According to linguistic, informatic, psychological, and media theories, the paper systematically analyzes the information process of foreign language learning and discovers that human learning is highly selective, interactive, and individualized.Network information and multimedia technology applied to foreign language teaching cause the changes of elements involved in foreign language teaching, accelerate the transformation of traditional classroom, change the structure of foreign language teaching. Accordingly, the characteristics and new teaching mode of modern foreign language teaching come into being. By network information and multimedia technology, context and situation can be built; foreign language learning environment can be created, thus foreign language learning will be more effective. The exploration and application of network information help the learners understand foreign language directly, provide the learners with the environment to think in this language. Network information and multimedia technology applied in foreign language teaching optimize foreign language teaching, improve teaching effectiveness and achieve the ultimate goal of foreign language teaching—developing the learner's cognitive skills, communicative competence, and informatic competence.It has great advantages to apply network information and multimedia technology to foreign language teaching, but problems (the optimizing of network information, the integration of information technology and foreign language teaching, etc.) and negative effects still exist in application. Foreign language teachers should give full to their guiding role, arouse the learners' subjective initiative in teaching. Network information and multimedia technology should be applied in foreign language teaching reasonably and effectively and serve foreign language teaching better.
