The National Government And The Telecommunications Industry In The Republic Of China (1927-1949)

After the foundation of Nanjing National Government, it took a comprehensive restructuring and reform to China's telecommunications industry because of its ills in the period of the Governments of the Northern Warlords. Nanjing Government, through the reorganization of telecommunications management agencies, improving the management of the telecommunications law system, sorting telecommunications internal and external debts, handling with military and political institution's debts, unifying cable prices and improving services, and many other measures, to make China's telecommunications industry back to the control of central government, so the telecommunications could get out of the slowly and disorderly situation.Nanjing Government also through active diplomatic activities to reclaim long-lost part of Chinese telecommunications operation right in its early period. The right of foreign companies'waterline landing and direct receiving and sending telegram was reclaimed, so it maintained the national dignity and the integrity of telecommunications right, and it had a long-term influence to the development of China's telecommunications industry as well as China's political, economic, national security, etc.Under the unified leadership of the Ministry of Communications, Nanjing National Government started to carry out nation-wide telecommunications construction plans. The construction plans of National Radio Network and long-distance telephone had implemented before and after 1933,and these plans had laid a foundation to the further development of China's telecommunications industry during the period of anti-Japanese war.After the outbreak of anti-Japanese war, telecommunications as a communications weapon became increasingly important in the War. To achieve the telecommunications functions of servicing to war and to make the telecommunications industry continue to develop during the period of war, the Ministry of Communications adjusted telecommunications management agencies and telecommunications construction guidelines immediately, and shifted the construction focus to the rear area.
