The Ethical Review On Telecommunications Network Fraud

Telecommunications network fraud has become a major public hazard in our society.It not only seriously undermines the normal order of communication network in our country,but also seriously threatens the property and personal safety of the masses,and even affects the stable development of our harmonious society.Telecom network fraud is not only a social legal problem,but also a problem in the field of morality.Therefore,it is of great practical and theoretical significance to investigate the ethical issues,causes and governance paths caused by telecommunications network fraud from the perspective of ethics,in order to promote the construction of network ethics in our country and to build a harmonious network ethics ecological environment.Compared with the traditional fraud,the telecom network fraud is characterized by diversified forms,high-end of means,covert process and hidden process and cross-regional location.The frequent occurrence of telecommunications network fraud has triggered a series of ethical issues,such as invasion of privacy,trust crisis in cyberspace and ecological crisis of network ethics.These problems are essentially thenetwork ethical issues that are constructed by the network technology,including network technology ethics and network ecological environment ethics.The drive of economic interests,the characteristics of virtual network space,the lag of China's network system ethics construction and the lack of network moral education are the objective causes of the problems.And the bias of moral values,distortion of moral personality and lack of moral responsibility are the subjective factors.To deal with these moral problems,we should follow the principles of people-oriented,maintenance of justice and combining virtue with the rule of law.Firstly,we should strengthen the education of network ethics and morals,and improve the responsibility awareness of network subjects.Secondly,we should strengthen the protection of network ethics system from improving network ethics,legal norms and industry management system.And in the end,we should create a good ecological environment of network ethics by improving the network public opinion supervision mechanism,and constructing the network moral integrity system,and improving the international network ethics construction cooperation mechanism as well.
