The Western Regions is a district where many ethnics lived in the east and west Eurasia and the habitat of some ethnics .The composition of ethnic was very complicated, and therefore the relations among each ethnics were also complex several thousand years ago. The West Region has been brought into central dynastic in China since the west Han Dynasty, from then on,the East Han,Cao Wei,West Jin,North Wei,Sui, Tang,Yuan and Qing Dynasty all ruled over the West region effectively. The local powers in Western Regions kept tightly contact with Central government, while constructing their own countries during divided period. From the established of DuHu of Western regions in West Han dynasty to the founded of Xinjiang province in later Qing dynasty even to set up of the ethnical municipality in Xinjiang after the founded of PR.China, explain that Western Regions is a sacred indivisible territory from time immemorial. This paper selects a weak link to the study of Western Regions by academia, which take the relation between Western Regions States and Ming Dynasty as a case during HongWu and YongLe reigns, illuminated a rather intimate relationship between Western Regions States and Ming Dynasty ,and Ming dynasty played a very important role in Western regions as well. This paper combine to further explain to the policy that Ming dynasty practice to Western Regions to illuminated the mutual influence between the policy and relations.This paper is made up of four portions:The first part, to describe the relation between Yuan Dynasty and Tuptai Khandom and ogedei Khandom from Mongolia Empire to the fall of Yuan Dynasty, then analyse the situation of Western Regions during this period, which make a cushion for next chapter.The second part makes the western Regions for four area to discuss the relationship between Hami, East Tuptai Khandom, Tiemuer Empire, Turpan, Huochou, Liucheng, Yutian and Ming Dynasty as well. Furthermore, the paper involves Oirat developed its influence during this period. This is one of the textual points.The purpose of the third part is to illuminate that Ming Dynasty attach importance to develop relationship with Western Regions, which Ming Dynasty expedite the emissaries such as Fu An, Barshintai and Chen Cheng toward Western regions. What the paper emphases in this portion is to combine《the Route of Travel of Western Regions Record》and《Poems During the Journey Go And Return to Western Regions》in《the Collection Essays of Mr. Zhu Shan》w ritten both by Chen Cheng to illuminate the friendly relation between Western Regions states and Ming Dynasty and passionate and amiable attitude of the people of Western Regions to Ming Dynasty.The last part of the paper is to account for the policy that Ming Dynasty practice to Western Regions was a important reason of the friendly relation between Western Regions states and Ming Dynasty. It was the policy that played an important role both in promoted the friendly relation between them and maintained the stabilization in Western Regions. The paper, moreover, analyses the reasons that changes direction to the policy Ming Dynasty practiced to Western Regions states after YongLe reign.In brief, the relation between Western Regions states and Ming Dynasty was harmonious and friendly during this period, which is a common desire from the governors to common people between them. It is deserve to affirm to the policy that Ming Dynasty carried out, which achieved the stability and economy development of the Ming Dynasty society, easing the pressure of the north of the Ming Dynasty to a large extent, urging association between Ming Dynasty and each clans of northwest. They, therefore, both have important history and realistic meanings to study the relation between Western Regions states and Ming Dynasty during this period.
