Studying abroad is an important form and effectual means of exchange and reference among countries of different culture, and it has played an important part especially on the way of developing countries learning from western countries. In modern times, China and Japan were encountered aggression of western countries successively and almost began the way of innovation at the same time. China began the Westernization Movement and Japan began the Meiji Reform. In these two movements, dispatching students to study abroad was considered to be the most direct and efficient way of learning western advanced science and technology. However, they were similar background, similar intention, but different results, so as to affect the course of modernization of these two countries and made widely different results at the first phase of competition of modernization. Through comparing the policies of studying abroad of the Westernization Movement and the Meiji Reform which were almost parallel, this article analyzes the advantages and disadvantages of these two periods, for the sake of better developments of our education of studying abroad.The contents of this paper go as follows. Chapter one and two summarize the general situation of practice of study abroad in the Westernization Movement of China and the Meiji Reform of Japan. The historical background of the studying abroad education that came into being of the two periods and evolvements of every historical phases were taken on. Chapter three of the paper compared the resemblances and differences of the two periods. There are many resemblances and differences between them, and at much times they are interlaced with each other. So in this part, the author compare them directly in every point so that we can know well of the policies of studying abroad. Chapter four analyses the reasons of the similarities and differences between these two periods. Actually, the phenomenon not only is the result of their different social conditions and cultural traditions, but also has close relation with the level of economic development, western learning and the guidelines of education of studying abroad. In the last part, the author generalizes the all-sided effects of these two periods and put forward some my opinion. To draw lessons is the final aim of comparison, and in order to benefit our modern educational development of studying abroad both in theory and in practice. First, we must take order with the problem of eastern culture and western culture's collision and amalgamation; Besides, another law should be paid attention to increase devotion of studying abroad education, enlarge its scale and push our country's course of he policies of studying abroad; On this condition, the designation of various types of student abroad and their management abroad and return should be done well, for the sake of constructing our modern country.
