Reform and Opening-up is a must way to uphold and develop socialism with Chinese characteristics. China would probably face the risk of either the party stepping down or the nation perishing without reform, develop and open-up. The report at the 18 th Party Congress clearly stated that we should always implement reform and innovation in all aspects. Xi Jinping, general secretary of the Central Committee of CPC, stressed several times that, reform is always a continuous procedure without ending. China’s reform has entered crucial period, and one should seize the opportunity to deepen the reform in certain important areas.With all efforts to achieve Chinese dream so as to achieve the great rejuvenation of China. Although China is in the primary stage of socialism, it exists as the most powerful socialist country in the world. As a socialist country, none of any other country could offer China good experience of how to implement reform. We could only appeal to history for help. Taking history as a mirror could we know that how to flourish or decay. The Westernization Movement, Reform movement of 1898 Led by Kang Youwei and Liang Qichao and New Policies of latter Qing are three major reforms in the process of modern China. Although they have historical limitation in some way, they finally exert a significant influence over politics, economic, military, ideology and culture, especially in terms of political reform. It is of great importance to extract good experience from history and it is also practical for China who has already launched a new round of reform.
