This paper takes the law of summoning farmers to cultivate the Liaodong District which was issued in the tenth year of Shunzhi Dynasty as the object of study. After analysis, it is regarded that the issue of this law aimed to recover the economy in the Northeast. However, it didn't gain the expected result until the eighteenth year of Shunzhi. Zhang Shangxian also presented in his memorial to the throne"A large area with few people, only several towns, castles, ruined walls were left in the vast wold"to describe the Liaodong District. There was no connection among the law of summoning farmers, exercising strict control over Shanhaiguan and blockading the Northeast. Considering the local administration of civil officials in feudal China, law of summoning farmers was abolished. Strict control over Shanghaiguan was only in accordance with public order and secret transportation of ginseng. It didn't prevent the Han nationality from entering the Northeast if they had the license. We can conclude that strict control over Shanhaiguan was only the beginning of restriction policy.
