The Effect Of Water Conservancy On The Social Stability And Development Of GuangXi In Border Areas During The Republic Period

Guangxi is located in the southern region of China, on the north of Vietnam and the North Pacific Beach. Historically, since it was far away from the political and economic center of China, Guangxi was relatively backward by the economy and culture compared with China's center and southeastern coastal areas. It was called "fevers village" historically.The demoted officals of the centeral government and the local criminals were usually exiled and displaced here. By Guangxi People's arduous efforts, the poor areas developed gradually since the Repubic of China, rough smoke and communicable subtropical diseases have disappeared. Among the many elements of the driving force in promoting the development, the executive of the government is a key one. With the development of western regions implementation and the continiously economic regional cooperation of"the Extentive Pearl River Delta "and " CHINA-ASEAN " .As southwestern border areas, the geographical advantages of Guangxi is becoming more prominent,at the same time Guangxi is getting the unprecedented opportunity for development.This text regards water conservancy in the Repbulic period as the breakthrough point, the development of the productive forces as the main line .By use of Analysis of the traditional method of historical research, sssfor example, Empirical Analysis, social stability, development and water conservancy in frontier are historically interpreted in this period of social transformation based on the Douglas·C·North system changes theory. The special role of the water conversancy with Chinese characteristics "insurance" is explored and objectivly evaluated in the cause of development and stability in border areas. From the perspective of history, theoretically, the stability and development of South–west frontier will be provided with more historical experience. Morever, the building of a harmorious society and the current new socialist rural areas will be provided with a certain degree of support.This paper holds that the water conservancy in Guangxi has been provided a historic opportunity because of the development of social productive forces and the stability of the political during the Republic period. During the inspection tour from the point of view of Guangxi, the water conservancy has a long history. "The North has the Great Wall, South Lingqu Cannel." is an example which Guangxi's people are proud of. After a long time of hard work, the water conservancy went foward during the Republic period on the basis of the tradition. As the government's initiative, the water conversancy began its modern process, and its "insurance" role has been strengthened. "Insurance" of water conservancy with the Chinese characteristics plays an essential role in the cause of social stability and development in the border areas.Water conservancy is an old topic, however, as its academic value, it has attracted lots of scholars all over the world, which has become the hottest topics of study in fact. History of the development of the border areas is one of practical value for the study. Through the water conservancy construction, the strength of the government administration was inspected and insurance function of water conservancy was explored with regard to social stability and development in the border areas, which possess not only their academic significance, but also of practical value. The way of study for the water conservancy combined with border can expand and deepen their respective research field.
