In ancient China, every central government in every Dynastyhas state guesthouse -- reception house, which is the same as today's "State Hotel". That is used as the certain living place for surrounding minority and foreign pilgrims envoy tributary. In Qing Dynasty, as the governmental organization improving step by step, the reception house for surrounding minority and foreign envoy also further improved. The central reception house of Qing Dynasty include joint translation house, Inner house, outer house, Russian House, and other domestic reception house. Those belong to different department administration. Joint translation house belongs to the Board of Rites; Inner house, outer house, Russian House, and other domestic reception house are with the Ministry of Foreign Affairs.Similarly central reception house has different management of the ownership, which reflects the Qing Dynasty central ownership of the reception houses was more detailed. Meanwhile, a thorough study to the Qing Dynasty of the central reception house helps us think integrally to understand the Qing Dynasty in handling ethnic minorities and relations between neighboring areas, and it also contributes to a more complete understanding and grasps the key point of Qing Dynasty and ethnic minorities and neighbors exchanges policy.In this paper, the study takes the differences between central reception houses of Qing Dynasty that belongs to different management as the principal basis. And this paper elaborates on the construction, reception function, and other economic function of the Central reception house. Take Central reception house as the carrier to make a vector perspective view to the management system of the Qing Dynasty to minority areas, and a comprehensive understanding of the tributary system of he Qing dynasty's diplomacy.
