With the fast development of Chinese economy and the exaltation in international arena, Chinese becomes more and more attractive, just second to English in the world.We can predict that Chinese teaching will make great progress in the near future. Besides teaching Chinese as a second language meets the best time to brow.But that realm also exists not a few problems currently, one serious problem is the teaching quality. In all the factors influencing teaching quality is the teacher's teaching quality. In order to make the teacher be able to acquire a comprehensive and overall feedback information, to have the staggered evaluation in teacher's teaching quality reasonable and objectively, that can improve teaching in time, raise teacher's own character and construct a higher quality corps of teachers etc. TCFL needs to establish its own teacher's teaching quality Evaluative Index SystemThis article finds out the main influencing criterion of the teaching evaluation through analysis the main basis of the Chinese language teacher, and the teachers' quality constitution. And the research methods are expert's z consultation. It also establish a Evaluative Index System for the four principal part: teacher student expert and craft brother.This index system includes two layers of four per class index teaching content, teaching method, teaching attitude, teaching result and 16 second class index signs. Then to computing the weighting coefficient system by using the AHP of the educational statistics and surveying.The teaching quality evaluation is full of intricacy complexity which can be measured by dichotomy judgment. The fuzzy logic is a way to simulate the fuzziness of human thought and precisely solve problems that contain incomplete information. Therefore the research uses Fuzzy Comprehensive Judgment to calculate the evaluation data and to guarantee the evaluation result scientific and accurate. At the end it analyzes the result of the evaluation and the the teachers' quality constitution. putting forward should from the following three aspects: classroom teaching, Chinese language teacher's oneself character, and the Chinese language teacher's troops whole characterBecause the system is devised to fit the actuality of TCFL, the theory of TCFL is developing quickly so the Evaluative Index System must be transformed constantly. We hope to arouse the attention to the Quanlity Evaluation of the Chinese language teacher. with our research, to make the TCFL develop healthily in order.
