Harmonious society points to the coordinate-developing entail of politics, economy andculture, all of which are indispensable. As the strengthen of Chinese economic status duringrecent years, it's very pressure to improve its corresponding culture, which has alreadybecome the most urgent affair in China. In this situation, setting up a reasonable, effective"Chinese characteristic cultural policy" has to be put on the agenda.With the background of cultural globalization, this paper takes the cultural industryand the cultural industrial policy as the study objection to investigate the history andpresent situation of cultural industry as well as the development of corresponding culturalindustrial policy. The author has a comparison of the current situation, the realization ofdeveloping, organizing and administration policy, the legislation policy, the fundsupporting policy and the talent policy of this industry between China and America.What's more, for the sake of finding a way to improve Chinese cultural industry andperfect its system policy, the author explored why they are so developed and overall inAmerica.Hundreds of years ago, Lin Zexu once said that in order to defeat others we must firstlearn from others. Then, why can't we draw lessons from others nowadays when thedevelopment of Chinese cultural industry is concerned? We can learn from Americanliberal policy as well as from France's "Government Dominated with the Exception ofCulture" policy. But in the author's opinion, the most important thing of Chinese culturalpolicy is the reality of China.To sum up, the author concludes that in order to perfect Chinese characteristiccultural industrial policy we must pay attention to the following three things: marketeconomy, Chinese situation and globalization. Only in this way, the characteristic anddeveloped socialism cultural industrial policy is promising.
