Analysis On The Cultural Industry Policies In China Over The Last 10 Years

Cultural industry policies are the total policies formulated and issued by the national authorities so that to regulate, foster and support the development of the cultural industry and to coordinate interests of the industries inner the cultural industry. The 16th Representative Congress of CPC advanced clearly in the political report "distinguishing cultural facilities from cultural industries" and "improving cultural industry, supporting the cultural industry and strengthening the whole strength and competitiveness of our cultural industry" and hence China has achieved great and rapid development in cultural industry and our cultural strength has been enhanced unceasingly, which is closely relegated to the serial scientific and reasonable cultural industries formulated by the government.Since 1980s, Chinese government has continuously issued serial policies and measures to improve and regulate the development of cultural industry, which has speeded the development of cultural industry, guided the coordination of the in structure of the cultural industry, regulated the competition in the market and enhanced the international competitiveness of our cultural industry. There is no doubt that deficiencies of our cultural industries have begun emerging through over thirty years of development. Hysteresis of policies and complexity of terminating policies have become the choke point of the development of Chinese cultural industry, such as deficiency of talent training and subject construction policies; imperfection of cultural industry financing and supporting policies; incongruity of cultural industrial structural policies and defect of cultural industry export policies and weak application utility. To create a good environment for our cultural industry and bring the cultural industry policies into full play, these problems should be taken into serious consideration. The cultural industry has been the mainstay industry in the USA, Japan and South Korea etc. over years of development. The operation model, especially the attitude to the development of the cultural industry and policies to foster the development of the cultural industry could be used for reference for China. There exists not only difference but also something in common in the policies of different countries. Other countries' experience can be drawn on to accelerate the development of the cultural industry of China. According to the deficiency of our cultural industry policy and experiences of foreign developed countries, innovating mechanisms and strengthening talent training; making clear the investment direction of cultural industry foundation, assuring fair use of cultural industry foundation and developing financing methods of cultural industry; improving organization and management mechanisms of cultural industry, emphasizing dynamics and synergy in the process of cultural industry application; and overcoming complexity of terminating the old cultural industry etc. These have been the focus of the following policy formulating.
