To bring up the students who have specialty knowledge and are accomplished in foreign language is society request in the 21st century. New position brings forward higher request for graduate diathesis and foreign language teaching in our country. The new course standard of college English requires teacher to change traditional teaching mode. College English is not only teaching English language knowledge to students, but also bringing up the skill of exertion knowledge, exerting latency ability and creativity of the students, then enhancing self-access learning ability.The thesis mainly adopts research methods such as literature research,classroom observation and questionnaire investigate etc. And it brings forward how to using communication technology environment developing English self-access learning, how to advance English teaching under communication technology environment, improving teaching effect, then exploring a feasible idea for English teaching in college of our country.firsht The thesis analyzed background, actuality, aim, meaning and method, research idea. Chapter two is to unfold theory research .Chapter three is to analyze and explain on traditional English teaching,and to concretely expatiate on how to advance teaching of college English self-access learning about preparation,actualizing and estimate strategy. Therefore, in the application of learner autonomy in English teaching and leaming, the key point is to make the learner be aware of learner autonomy, take the responsibility in learning and learn how to learn, which will benefit him or her through the whole life as well as the schooldays. The last is the conclusion of the article.
