A Research On Government Responsibility In Constructing China Social Credit Society

Honesty-credit is the traditional virtue of Chinese nation, which has been praised since the ancient times and regarded as the way people conduct themselves as well as the basis of a person's career and nation. It also has been the basic moral norm of our society, which controls people's behavior invisibly. However, as China's economic transition, the society entered a complex period of transition and a lot of questions come into being. People were impacted by money worship, and they missed their way of searching for the true meaning of honesty. Meanwhile, with the imperfect government's management and unfulfilled functions on society honesty, the incomplete of Legal System on society honesty and the lack of forceful insincerity punishment mechanism, there are resulted in sharply decrease of all aspects of social honesty, such as various of degrees of insincerity in the field of politics, economy and culture. The crisis of insincerity becomes a severity social problem, and it has bad affect on normal life of society.The serious consequences of insincerity caused wide attentions of all circles, and how to build an honesty Chinese society becomes an important theme studied by both of practice and theory circle. And this paper is concerned with studying the responsibility of government in the construction of social honesty, which tries to serve as an entering point to find a way of improving our construction of social honesty system. In the first section, the paper probes into the specific connotations of the modern honesty society and also discusses the necessary of its construction. Furthermore, this paper derives the responsibility of government in the construction of social honesty from three points view, one legal sanction of honesty change, one the inherent requirements of Credibility Social Construction ,the other government functions. Then, points out realistic demands for the responsibility of the government, and defines its specific responsibilities in respects of system supply, self-demonstrations and moral guidance. In the second section, this paper not only analyze the status of present social honesty, throw a light on our government's imperfection in construction of social honesty, but also combine with advanced experience of western honesty country in order to find accurate location of government's functions.At last, from above functions, this paper finds some way to solve the problems efficiently which should be adopted by Chinese government in construction of social honesty.
