This thesis analyzes the colonial policy of"Divided administration between Foriegner and Chinese (Hua Yang Fen Zhi)"by the German colonial government in China's Qindao, and the evolution of population structure in this period, in order to find the relation of commentary colonial policy to the population change, and contribute literature to the modern population and city history in Qingdao.Firstly, the general characters of population spatial distribution are studied, which find that the basic population composition of location before the German colonial period was natural villages, with small concentrated living and large distributing living. The major population located in the coastline area of Qingdao.After German succeeded in owning the Jiaozhouwan, they planned to establish its military and economic basement here. So the German colonial government made a number of policies to form their colonial administration system. One of these important policies was"Divided administration between Foriegner and Chinese (Hua Yang Fen Zhi)"."Hua Yang Fen Zhi"means the separation administration between Chinese and Foreigners in the living location, law system, health security and many other aspects. Under such race separation policy, the Chinese in Qingdao colony kept countering it all along, and finally"Hua Yang Fen Zhi"was forced to end up because of the Xin Hai revolution and Chinese elite'migrating into Qingdao.In the fourth section of the paper I analyze the population characters in this German colonial period. The contents are the Chinese population change in gender and location structure, and the Foreigner population change in age structure, nationality and residency type, etc. The reasons of these changes and characters are also studied here. According to the former analysis, the effects of"Hua Yang Fen Zhi"policy on the population change in this period are analyzed, which find that the"Hua Yang Fen Zhi"policy was a predominant cause of the population spatial structure and non-equity development in different population classes. These population changes in the colonial period also have further effects on the population development till now in Qingdao. The Final section is the conclusion.
