On Song Yun's Thoughts And Contributions Of Governing Border Area

The policies of governing border area in the earlier period of Qing Dynasty achieved remarkable success in maintaining country's peace and unification, border area's stability and unity, also border area's development and construction, which have been approved by many scholars. Most of their researches were from macroscopic angel, however, few scholars were engaged from microcosmic and practical angel. Thus this paper will take Song Yun as the object who was recorded in history for his contributions in governing border area were the most outstanding, and regard his governing policies and contributions as an independent topic to make a more concrete exploration for the governing policies of Qing Dynasty.Song Yun(1754-1835), character Xiang Pu, belonging to Mongolian Zheng Lan Flag, underwent Qian Long, Jia Ding and Dao Guang Dynasty. He was straightforward and fearless about power and influence, thus was repeatedly promoted or demoted mostly as an edge government official."stable our border area, melt the others'coveting", raised in his West Move Chart Slightly·Defend Positively Chapter, previously meaning enhancing border defense construction and preventing the foreign enemies from invasion. And the author thinks that this speech is the most appropriate to sum up Song Yun's thoughts about governing border area. This paper divides Song Yun's thoughts into three parts: First, Song Yun's economy thoughts and contributions; Second, Song Yun's border defense thoughts and contributions; Third, Song Yun's diplomatic thoughts and contributions. Economy, defense and diplomacy are all intending to"stable our border area";The border area is stable, then the enemies will not dare invade our territory casually.On the base of the predecessors'research achievements, while simultaneously in reappearing Song Yun's official experience in Mongolia, Xin Jiang and Tibet, this paper will sum up his thoughts and contributions for governing border area, further probe into the reasons of his failure or success, and the final goal is to provide historical reference for our country's present construction and development of border area.
