A Brief Study Of The Reclamation Movement Of Sichuan During The Sino-Japanese War

After the sino-Japanese war erupted, under the national government promoted with great effort and the public opinion requested intensely, Sichuan which had excellent reclamation condition responded positively to the appeal of the national government. It developed the large-scale reclamation movement during the sino-Japanese war. The national government promulgated a series of reclamation laws and regulations for advocating the reclamation, and set up reclamation bureau to manage the national reclamation service. The Sichuan provincial government carried out the reclamation laws and regulations according to its actual situation, and set up the reclamation organization. During the sino-Japanese war, the Ministry of Agriculture and Forsetry, the Military administration, the Department of society set up the state-operated reclamation organization in abundance in Sichuan, sheltered the refugees, organaized the disabled soldiers to carry on the reclamation. In Sichuan, the Lei ma ping e reclamation administrative bureau, the Pingbei reclamation administrative bureau, the Song li mao mao wen jing reclamation administrative bureau, the Mt. Dongxi reclamation area office, the Pengshui reclamation area office and so on all operated separately the province-operated reclamation organization. In addition, like the Muchuan county, the Pingshan county and so on also organized positively the county-operated reclamation organization. The private-operated reclamation organizations all established in abundance, and they mainly concentrated in Lei ma ping e area. The Chinese Kangjian-reclamation organization had the most abundant capital, the biggest scale and it was the most representative one in those privated-operated reclamation organizations. The reclamation movement in Sichuan during the sino-Japanese war displayed many characteristics. It was the reflection of the special politics and econcmic environment of Sichuan in reclamation movement. The reclamation movement in Sichuan during the sino-Japanse war was fruitful, relieving the refugees, stabilizing the society and increasing the grain production in rear areas, and contributed to the victory of the sino-Japanse war. At the same time, the development of the reclamation movement in Sichuan to a certain extent promoted the development of economy and society of sichuan. But, some deviations which appeared in the process affected the further development of reclamation.This article will take up the following points one by one: the causes of the reclamation movement in Sichuan, the reclamation policy, the reclamation management, the survey of reclamation, the characteristics of reclamation, and the achievements and deviation during the reclamation movement in Sichuan .
