Study On The Social Relief Management Of The Sichuan During The Anti-Japanese War(1937-1945)

The study of the social relief system in Sichuan during the Anti-Japanese War was an important part of the study of the history of modern society in China,and also a hot issue in the study of the history of the Anti-Japanese War in Sichuan.Social relief is one of the important contents of social security,which includes two parts of,the governmental social relief and non-governmental behavior.Based on the files and local chronicles literature,this article makes a thorough research on the background,relief agencies,relief funds,relief measures,relief regulations and the main achievements in Sichuan during the Anti-Japanese War.It further reveals the rules and characteristics of social relief management in Sichuan during the Anti-Japanese War.Through the above research,the author thinks that from the background of implementing relief management,there were many social relief objects in Sichuan,mainly the war refugees,followed by the natural disaster refugees.Under the social and historical conditions that period which the scarce funds and materials were extremely deficient,many social relief policies and measures were taken by the government and the public to cope with the great difficulties brought by wars and natural disasters.From the point of promulgation of relief laws,the legislation was more comprehensive.There were specific laws and regulations in social work,social administrative regulations,social relief laws,social welfare regulations and social insurance laws and regulations.From the view of social relief funds,mainly the government appropriations and private donations were supplemented.What's more,the relief funds were relatively tense.From the results of social relief,it not only contributed to the maintain the social stability in Sichuan at the time,but also supported the front of the war actively.However the difficulties of social relief and the burden of Sichuan people increased due to a large number of war refugees in Sichuan,the rising prices,and the shortage of relief funds.In general,the social relief management in Sichuan played a positive role in the special period of the Anti-Japanese War,but because of the limitations of objective conditions,it is inevitable that there was a lack of supervision and corruption in the relief process.For the government and non-government forces played the same role in social relief during the Anti-Japanese War in Sichuan,we cannot separate them and treat them differently.We should emphasized their joint efforts,From the dialectical view,we must confirm the positive role during the historical progress,and we should also summarize the historical experience and lessons objectively.This is the realistic scientific research attitude.
