| Teaching is a novel-planned, goal-directed and well-organized activity. No teaching activities can take place without a teaching organizational form (TOF). In order to carry out teaching smoothly and efficiently, a reasonable TOF is absolutely in need.TOF is a structure in which the components of teaching interact with one another under certain time and conditions to attain a common goal. It mainly refers to the combination form of personnel, technology, procedure, and time and space in virtue of teaching media. At least three meanings are incarnated in it: 1) teaching components are interdependent and interplaying, and finally unified in a certain kind of form. 2) teaching components are combined in terms of time and space. 3) it is characterized with convergence and integration. TOF plays a scaffolding role as a platform for teaching, which regulates the operation of teaching as well.TOF is seasoned with the development state of social productivity, which reflects the social, economic and cultural conditions. In agricultural times, a small-scale, low speed, low efficiency individual TOF was able to satisfy the needs of the society for talents. In industrial times, because of the increasing needs for skilled workers, the content-unified, lockstep TOF—class TOF emerged as the times required. Multitudinous exploring and innovations were made about class TOF in order to overcome the shortcomings of class TOF in later period of industrial society. Since the 1950s, science and technology have catalyzed the progress in different fields, accelerated the growth of total quantity of knowledge, and shortened the periods of knowledge updating and outdating. The traditional TOF is no longer the best form to follow the rapid development of society. Therefore, a new TOF—network-based multimedia TOF comes into being, which breaks through the constraints of time and space to gather together the numerous learners on the basis of individual instruction. The new TOF provides a more authentic language environment for learners to learn better and faster with low anxiety.College English teaching has experienced a short time in China and gone through ups and downs. Up to now the knotty problem confronted by college English is not the way to give instruction, but the way to meet the needs of the mass for higher education and the way to provide enough and equal chances for the students. That is how to organize college English teaching. Therefore, to innovate the traditional class TOF has become the top task for the teaching organizations. Clearly stipulated in "College English Curriculum Requirement" (for trial implementation) by the Ministry of Education, "colleges and universities should remould the existing unitary teacher-centered pattern of language teaching by introducing new teaching models with the help of multimedia and network technology ... Colleges and universities should each design a PC-based or intranet- or campus-network-based multimedia listening and speaking teaching model that suits their own needs in line with their own conditions and student situation. Those in more favorable situations may deliver listening and speaking course via internet."Analyzed in a historical way and integrated with theories of management science, this thesis reviews the developing history of TOF and college English teaching, discusses the existing problems and challenges in college English teaching in China. This thesis also analyzes the environment and advantages of the New TOF. In view of the state quo of informatization in education and the development of internet in China, the author firmly believes that the change of TOF is inevitable and the change should be oriented towards network-based multimedia. Those who sense the change first will become the early birds to catch the worms.
