The Government-led Intangible Cultural Heritage Protection

Intangible Cultural Heritage is a kind of cultural heritage which the humanity granted through the oral tradition at pains ,inherit that invisible and live-theological Heritage by generation after generations; It is a culture gene of a nation and of the human being's memory and live-theological. It manifests a nation's wisdom and spirit. For a variety of reasons in the long river of history, the live-theological characteristics of Intangible heritage make it continuously lost, Especially with the advance of the economical globalization and with the quick development of the modernization, Intangible Cultural Heritage and its ecological environment has more and more shocks. In order to make our precious, endangered and have historical and cultural and scientific value of the Intangible culture has been effective rescue, protection and inheritance. China's implementation of Intangible Cultural Heritage by "government-led, community involvement, clear responsibilities and form a joint force" protection principles, and has done a lot of fruitful work and achieved some success, but for this work is still at an early stage, how the government-led Intangible Cultural Heritage protection , how to set up a scientific and reasonable protection system, and how to guide the public participation, how to make use of management standards in order not to change the Official folk custom, all of the above was a realistic question which we should face in the rescue and protection of the Intangible Cultural Heritage.This paper starts from the basic view of the government-led intangible cultural heritage, briefly talks about the notion of the origin and the basic characteristics of the intangible cultural heritage. It illustrates the significance of the government-led Intangible cultural heritage protection systemically .it reviews all the previous Chinese government's experience in the protection of intangible cultural heritage ,and introduces the foreign governments in the protection of Intangible cultural heritage of successful experience, It sums up the present status and some problems we should face in the protection of the intangible cultural heritage led by our government, and then on the analysis of the case which refers to the rescue and protection of Intangible cultural heritage led by the Xiang Xi Autonomous Prefecture government. At last, it proposes the government-led rescue means and the measures, which propose some possible explanation to the paradox in actual work, including legislative protection, scientific management mode, public participation, cultural ecological protection, Intellectual Property Right Protection and so on. This paper aims to the current status of the rescue and protection in the Intangible cultural heritage and wished to play a role in the promotion of China's government-led rescue and protection efforts.
