The Role Of Government In The Protection Of The Minorities’ Intangible Cultural Heritage

With the acceleration of modernization and urbanization,the cultural of ethnic minorities is marginalized and declined. A large number of outstanding intangible cultural heritage of ethnic minorities is faced with protection and inheritance problems.In such a situation,intangible cultural heritage of Guangxi Huanjiang Maonan Autonomous County because of the continuous impregnation conditions restricting their own and foreign culture, being faced with dating,lost and dying. The importance of the protection of the minorities’ intangible cultural heritage has self-evident.”The government led,and social participation”is the basic concept of protection in China. The government as an important main part of protection is a consensus. Protection of the minorities’ intangible cultural heritage is a system engineering. When the government ledding the protection, the questions such as “which roles do they be”, “how to play these roles”, “ how to convert between different roles”, are the core issues in this study.This paper discussed the importance of the government playing a proper role in the protection by two aspects,are the domestic practice and foreign experience.Then take Huan Jiang County as an exanple,laborating the crisis of the local minorities’ intangible cultural heritage protection, analyzsing the performance and problems of government in the protection and the reason of the problems.Based on the analysis of the problem, This paper put forward the general goal of government cosplay is to be an effective government who works with clearly defined functions and liability constraint in the protection. Protection of the minorities’ intangible cultural heritage is a system engineering.So the general goal of the role of government is not a short duration of time can be achieved.This paper combined with the protection of minorities’ intangible cultural heritage in a short, a medium-term and a long-term goal, to put forward countermeasures and suggestions for the role of government. This is not to be treated separately in each stage, but stressed that the forward from the recent government’s goal should be different, so the specific role of each phase of the government should focus on the play, in order to better complete the protection work. This also is the countermeasures based on theory of Cosplay stage.Firstly,the government in the short term need to re enact the protection plan as the goal. The government should to re examine its role with the powers and duties, to clarify the behavior principle and method,to form protection planning combined with the situation of the current social. In order to achieve the short-term goal, the government should give prominence to carry out the function such as preliminary surveys, formulate development planning and play the role of listener, analysts and planners around the function, mainly the third one. Secondly, based on a stage of collecting opinions and suggestions, re-examining and replanning, the target in the medium term of the government should be set for using their functions to promote and integrate various social groups, to create the confidence and atmosphere to the government in the protection of the minorities’ intangible cultural heritage. To achieve this goal, the government should also realize to change the role, emphasis of cosplay as the role of facilitator,supportor and tractor which required in this period, to implementate the function of inheritance and development, vigorously promotion and communication, deepening the study of education. through one year, the government achieve to re plan protection of intangible cultural heritage of ethnic minorities(i.e., realizing short-term goals), and promoting the academic, business and other social forces to conturbution to protection by 5 years or more time, formation of protective force(i.e. achieving medium-term objectives). Then, after that it will be a continuous curing-- fixed-- reconsolidation process. Finally, from a long-term perspective, the work of the government objectives should be set for revising the new policy, birthing the new law, perfecting liability system, and continuously improve the system of protection work. To achieve this goal, the government need to put certain focus on the role of system amendment, legal system builders.Also the government is by a supervisor, they need face up to their own work quality should accept the supervision and evaluation of the society, in order to constantly improve the work.
