With the rapid of development and improvement of scientific technology of the world and economical globalization, there is higher requirement to talents of the modern society. In order to improve synchronous development both in spiritual culture and material culture and build the harmonious social relationship in recent years, all kinds of methods have been practiced in integrating scientific education and humanitarian education by educational ministry, especially in the aspect of improving student's humanitarian quality. As a important part of quality education, music and art education is the significant content in cultivating student's beauty education. Which have been taken as important part and method of the higher education. And music and art education is important part for the university to convey and carry on the good virtues of humanity and cultivate the new times'high quality talents, and improve undergraduate's comprehensive development and healthy growth. Which functions so much, especially in the aspect of improving student's cultural quality, charactering themselves and sounding their personality. As for Guang Xi province, which still states in the backward educational level, the university's public music and art education still poses many problems. It hasn't been a relatively sound and independent system. Which has affected and restricted the development of the public music and art education in common higher colleges, substantially influenced on the cultivating of comprehensive quality of college student to some degree.In the paper, I take those people as subject, who including common higher college student but not majored in music, teachers who engaged in teaching public music and the main leader in public musical education fields, by the means of questionnaire, fielding research, hearing meeting, individual visit and so on. I have made some research in the aspects, which involving student?ˉs situation, staff level, course design, teaching equipment, managing system and so on in public music and art education of the whole province. Based on some scientific and statistic data, I explicitly analyze the questions in public music and art education of Guang Xi province. For example, the students?ˉmusical basis are weak, the public musical lessons are so single, which can?ˉt satisfy the students. There are too many students having lesson in one class. Which isn?ˉt helpful for the teaching lesson?ˉs arrangement and fielding research?ˉs holding. And the teachers are always distributed from are college to teach public courses, we don?ˉt have professional public course teacher. Staff team and teaching equipment are not enough, and the infrastructure and fielding research places are shortcoming, the managing institutions are unsound as well. Most of them belong to other department, lacking of professional public teaching and researching room and so on. The writer have made some conclusion and analysis towards the questions and give some advices to how to solve the questions and improve the public music and art educational revolution and development of the whole Guang Xi province. Which focus on carrying on the public musical teaching work, improving public musical educational quality, public musical educational development of the whole Guang Xi province and cultivating students with comprehensive abilities.There are four parts in the paper.First part, I make some generalization and explain the origin and factual meaning of my paper.Second part, I do the research and make some analysis about current situation. I mainly analyze the questions of 18 common universities and 9 colleges?ˉstudents?ˉ basic situation and current levels of public music and art education from the aspects of staff level, student?ˉs situation, course design, teaching equipment, managing system and others.Third part, I try to give some advices in the problems and find some solutions in three main aspects about college public music and art education, whether are new concepts, plural and scientific or not.Fourth part, I have made some expectation. In terms to the reality of Guang Xi province, for the establishment and development of college music and art education, I mentioned to build special Guang Xi colleges?ˉculture and emphasized on the locative features and paid attention to developing ??internet course?ˉin college public music and art education and double degrees?ˉsystem.
