Public music education courses began to be given in colleges of New China in 1950s' and sprang up in late 1970's. With the policy of quality-education, many colleges provided music courses in quick succession in mid-1980's, which has formed the prosperity of public music education in China. The development of public music courses have passed decades and owned certain achievements. However, there are still many problems in it because of its brief history. The key point for the development of public music courses is to realize the problems and feedbacks and to overcome and correct them. They are also the problems that the government gives attention to and tries to resolve.The development of China's modern music education has passed the following periods: music songs of classroom, professional music education of 1920's and 1930's, music of anti-Japanese time, and music of base and liberation areas. With the review and analysis of the development of China's modern music education, the writer is to clarify: the process of China's modern music education, including school music education and social mass music education, is the period in which people deepen the significance of music education and renew the concept of music education, and the music content related to the times were being renewed. This process has played an very important role for the development China's national modern music education. Actually, in the development of public music education, the following problems still exist: people understand China's modern public music education in colleges superficially; education concept is fell back; the content of music education does not match the times.
