This paper mainly focuses on Rhetorical Question in Teaching Chinese as a Foreign Language. It has been discovered through investigation of the listening part in HSK (Elementary and Intermediate) model Test that foreign students have some difficulty in Rhetorical Questions learning. It has also been found out that Rhetorical Question is high in frequency and difficulty in HSK (Elementary and Intermediate) Test. However, Rhetorical Question requested in the Chinese Syllabus for Overseas Student is only the kind in limited number and with obvious marks. In this paper, we discuss Rhetorical Question in Cognitive and Pragmatics with investigations in order to find out the understanding mechanism and using of Rhetorical Question as well as texts books for teaching Rhetorical Question.
