Research On The Anti-drug Campaign In Jinan Citv In 1952

Drug problem, which is a malignant tumor, is a serious international public hazard. Not only does it endanger people's health and social stability, but also pose a major threat to human survival and development. The reasons of the spread of drugs in China are the aggression of imperialist and incomplete anti-drug campaigns of the Chinese feudal ruling governments. From poppy's being imported in China in Tang dynasty to the government's campaign against drugs during the period of Emperor Daoguang in Qing dynasty, and then to the Opium War, drugs had been achieving a rapid spread in China. Drugs became a key used by imperialism to open the gateway to China. At the same time, the ruling classes subjected the people spiritually by using opium, for opium's huge economic temptation, under the banner of the so-called anti-drug campaigns.From the Qing Government to the Northern Warlords Government and then to the Nanjing National Government, under pressure both at home and abroad, the ruling classes have launched the so-called anti-drug campaigns. Some of them made outstanding achievements and effectively constrained the spread of drugs; others led to a result that there were more and more drugs because the governments didn't want to ban drugs from the very beginning of the campaigns. Due to various reasons, all the anti-drug campaigns ended in failure. They couldn't eradicate this malignant tumor. Although the failure of these anti-drug campaigns is closely related to the inappropriate anti-drug principles and the weak action, the root cause is that the governments divorced from the masses of the people.After the founding of new China, the Chinese government launched vigorously a nationwide anti-drug campaign, and the campaign has achieved a tremendous success. As a part of the campaign, the anti-drug campaign in Jinan city in 1952, which was under the principles and policies and based on the actual situation of Jinan city, made outstanding achievements. After that, the drug problem of Jinan city was basically solved. A safe, civilized and harmonious living environment came into being.On the basis of analyzing the success and failure of the anti-drugs campaigns before 1949, this paper will take the nationwide anti-drug campaign led by the central government in 1952 as the background, and focuses on the research of the anti-drug campaign in Jinan city. By trying to analyze deeply the campaign, this paper will summarize the experience and lessons of the campaign to offer reference to contemporary anti-drug campaigns. Otherwise, this paper will warn contemporary people especially addicts by revealing the harm of drugs.For people's further understanding of drugs, the paper first lists the definition of drugs and drug-related crimes defined by the Chinese government, different kinds of common drugs and the harm of drugs and drug-related crimes. Then, the root of China's drug problem and several main anti-drug campaigns in China's modern history followed. The paper tries to explain why drugs can't be eradicated by governments in China's modern history. The second, third and fourth parts which are the body of this paper show the root and kinds of drugs in Jinan city, changes of drug activities in Jinan city before and after 1949 and the entire process of this anti-drug campaign. In detail, the second part displays the changes of drug activities in Jinan city in the period of the late Qing dynasty, the Northern Warlords Government, the Jepanese and Puppet Armies, the Nanjing National Government, andt after liberation . The third part lists the principles and policies of this anti-drug campaign and narrates the entire process in three steps by lots of data and cases. The fourth part which summarizes the campaign shows the harvests and tries to analyze why the campaign can succeed. In the closing remarks, the paper introduces the situation of drug activities under the new situation.By analyzing the anti-drug campaign in Jinan city in 1952, this paper means to stay the contemporary youth people away from drugs.
