The society is moving toward the opening gradually, the people's life is exposed to public space day by day, the association between people is more and more frequent, The society ' s public expansion has produced the corresponding demand of the rules and order of the public life; But on the other hand, the people's characteristics of the regional, individual psychology, cultural custom as well as the living condition are different, which determine diversification of the value orientation of the people. Thus, some kind of intrinsic tensity is constituted between the unified request of the public life rules and the diversity of the individual life. As a result, the importance of public life morality has become prominent increasingly, the construction of public life morality has become a matter of great urgent.The construction of public morality plays an important role in that of the citizen, it is a measure of a person' s moral quality, a thermometer of a social climate and external image of a country.
