The moral standards and moral level of society, after all, depend on the pattern of material produce in a society and its formed economic relations. China is in the midst of social transformation currently, in which social total material wealth is sharply increasing and the living conditions of the public is shifting dramatically both in quality and quantity as the market economic system establish and perfect gradually. The judder of society, however, also accompanied with many moral problems. Actually, instead of dividing morality into two of good and bad or virtues and vices, it is advisable to divide and summarize the morality much more carefully.Morality could be divided into private morality and public morality from different fields applicable to code of ethics. Nowadays, the development of market economy promote the transformation from traditional acquaintance society to modern stranger society and it also put forward new requirements to the code of ethics, such as adjusting interpersonal relationships, standardizing social order and so forth. Chinese tradition that pay much more attention on private morality than public morality is conflicting with the spirit of modern society that consider the public morality as the bottom line, so that there are different moral conditions in private and public fields, and it not only exists difference between private moral and public moral horizontally but also undergo certain moral development vertically. Besides, private moral and public moral never antagonized in all aspects. As the two sides of morality, there are mutual promotion and interchange between private and public morality. Therefore, the understanding of current moral situation should not only divide respectively but also start from the relationships between private and public morality.The moral status of any society is the reflection of the social productivity level and interest relationship at a certain time. Therefore, it is necessary to place the cause analysis of moral status in the context of the society. Current situation of private and public morality in China is formed in transition period of social transformation. The social transformation with the content of economic system transformation, change of social structure and social management system transformation poses new challenges to the traditional ethics. Hereby, the analysis of the current moral situation should start from the practice of social transformation.Emphasis on ethics construction as well as moral standards, especially changing the ideas of public morality, are effective ways to improve moral level. Morality is a form of regulation that depend on internal self-control and self-discipline of subject, the effect of purely ideological moral construction is extremely limited. Whereas, system restrict human behaviors by compulsory measures, it plays important roles of regularizing the basic moral behavior of people, particularly the social morality as the bottom line of society. Thus, to promote the moral construction in China, on the one hand, it’s essential to base on the perfection of market economy system, on the other hand, it’s necessary to create new system and perfect regulations to regulate the behavior of people’s activities, especially to regulate the ideas and behaviors of party members and cadres as to act as good moral role models.Generally, the article is divided into five chapters. As the introduction, the first chapter sums up the discussion on private and public morality and the research of social transformation. The second chapter mainly states the current situation of private and public morality through summarizing empirical studies of other researchers. The third chapter is the cause analysis of private and public morality situation. The fourth chapter focus on the system construction and put forward the suggestions to improve the current moral situation with the combination of the reality needs.
