After the 1990s, many of China's cities came into the stage of mineral resources depletion and Fuxin City is no exception. Because of depletion of resources, and no follow-up industry, The Coal City of Fuxin raised a number of economic and social issues, such as: Mining Bureau bankruptcy, economy downturn, the large proportion of laid-off workers, local fiscal deficit. From the perspective of the social system, the paper summed up the basic situation of the social system of Fuxin City. The work which is Undertaking by the is to find the way to sustainable development role mining city social systems.This paper uses the basic theory——Vulnerability theory. Recent years, under the context of global environmental change, the vulnerability of research is an important content which frequently appear in many international scientific plans. In Geography, theoretical study of the vulnerability related to people and environment systems and provides a new research paradigm. For a long time, vulnerability studies scholars believe that vulnerability are decided by the two factors of sensitivity and resilience .Which is generally believed that the stronger sensitivity becomes ,the stronger the degree of vulnerability is; the stronger restoring force becomes, the lower the degree of vulnerability is. But there is no uniform. I integrate the sensitivity of social system and resilience into the concept of fluctuations of the social system and study the relationship between mining fluctuations and social fluctuation.I use the idea of "jumping out of the coal city to see the coal city ".Through the "normal city" shielding the mining industry, the social system in Fuxin city reduced to fluctuations in the coal industry directly or indirectly affected. Then integrate the social restoration and social sensitivity into the "social development". Use "social development" to express the "development trend of social system". Finally, I explored the relationship between the vulnerability of social system and the coal industry .
