The Research Of Hengshui Zone Flood Disaster And Its Countermeasures In 1963

Hengshui zone has suffered numerous floods in history,of which the floods in August 1963 is a rare history,the largest flood since the founding of The People's Republic of China,not only caused serious economic losses,the masses of the social life also had an important influences.This paper mainly discusses the four parts of the flood disaster and the causes,the interaction between the government and the people in the flood,the problems in the disaster relief,the experience and lessons of the disaster relief work.And the first part focuses on floods,water conditions,disaster situation,and analyzes the causes of the floods;The second part analyzes the interaction between the government and the people in the flood disaster from the aspects of flood control and disaster relief,which is dominated by the government;The third section analyzes the problems in the relief work from two aspects which are life hard for displaced people and the problems of migrant words' food,and analyzes the characteristics of the disaster relief work from the post-disaster life check,the differential relief and the Tianjin disaster relief.The most prominent part is the life inspection activity to solve the disaster life difficult,which is the highlight in the relief work of Hengshui zone,as other areas of learning mode.The fourth part from the experience and lessons of the two aspects of the relief work to evaluate.In view of the early days of the founding of The People's Republic of China in the "strong state,weak society" state,the relief of government-led,which should strengthen the strengthening of social forces of civil relief organizations to promote the diversification of disaster relief,the implementation of government-led,social and civil society as the auxiliary relief model,while emphasizing the importance of water conservancy construction,water conservancy awareness.
