At the stage, with the continuous development of reform and opening up, the material and spiritual civilization in our country has improved greatly, but it is also accompanied by some uncivilized phenomena. For example, littering, forsaking the girls, maltreating the elders, fighting, embezzling and corrupting, mistrusting each other, harming others to benefit oneself, etc. All the questions have aroused general concern, and become the appraisal objects of public opinion. Public opinion is public discussions and appraisals on the social phenomena, which is based on some kinds of standard of values, and it aims at regulating and restraining the behavior. In the modern society, with the development of all kinds of communication methods, especially the widespread use of the mobiles and computers, information is transmitted more quickly, and people participate in public opinion more conveniently. As the carrier of social moral standards, public opinion is playing a vital role in society now. Belong to the social ideology, public opinion has huge energetic influences on the social development. From ethical point of view, public opinion is the important method of moral appraisal. Now, we must use moral adjustment and guidance function of public opinion fully, to evaluate the moral phenomena, carry on the education in ethics, adjust to the ideological inconsistency and enhance people's moral boundary. These are the important ways to advance our socialist moral construction.On the basis of grasping the theories and realistic materials, the article makes good use of the related knowledge of ethics, analyses and evaluates all kinds of public opinion, proves various conditions of its moral function. This article aims at finding the agreements between public opinion and moral principles, and analyzing the internal and organic links between them. Literature analysis and dialectics have been used in the article. Literature analysis is mainly referring to the collection, identification, categorization, collation and analysis of the relevant literature data. Then,through the various representations of the materials, the nature of the problems has been revealed. Dialectics is a way of grasping the nature of the objective world, which proceeds from the objective reality, with a viewpoint of link and development to understand the problems. At the same time, dialectics is also an important methodological principle of thinking of moral values of public opinion.The introduction of this paper mainly points out the theoretical and practical significances of moral values of public opinion. In the first part of the paper, the intensions, features and dimensions of the values of public opinion have been introduced. The dimensions of the values are expounded from political, legal and moral respectively. This raises moral values of public opinion reasonably. In the second part, the composition of moral values of public opinion has been introduced, including the object of value, the subject of value, as well as the interaction between them. Among them, the relationship between the object and the subject is the stress of this section. The third part mainly elaborates the reflections of moral values of public opinion from two perspectives, the individual moral values and the social moral values. The individual moral values of public opinion embodies in the formation of the individual intrinsic moral self-discipline, in the socialization of the individual moral and in the sublimation of the individual moral realm. The social moral values of public opinion embodies in the memory of the traditional ethics, in the dissemination of new ethics and in the purification of the general mood of society. In the fourth part, the realizations of channels of moral values of public opinion have been expounded. The channels are the correct direction of the public opinion, the general participation of the citizens, as well as the effective management methods. The last part comes to a conclusion that we should bring the strength of public opinion into full play, and promote the construction of our moral civilization.To bring moral values of public opinion into full play, the community must make its own efforts. Government should strengthen the attention and guidance to public opinion, promote the moral theme confidently, always adhere to the correct moral thinking, guide all the members to see the full picture of the social development, and look forward to a bright future. As the watchdogs of public affairs, social conscience and human moral, the news media not only evaluates the good or evil motives, but also focuses on the effects of supervision. The news media should pay attention to a comprehensive report, conscience, sense of responsibility and the moral development of the whole society, not to seek the sensational effect through the unscrupulous methods. The public should have the ability of speculation and assertion, and cannot be swayed by public opinion. The public should consider all the things around them with a cool head, and achieve the unification of autonomy and heteronomy. We believe that harmonious public opinion atmosphere will be formed promptly, so long as the public, the media, as well as the government carry on real dissemination with conscience and responsibility.
