The content of adiministration system and law system are abundat in the region of Mongolia, including culgan system, the administration of posthouse, census register mangement, banneret system, traditionary system, maharajar suprerisery system, crendential system, pension system, offical position system, promotion system and so on.This paper, on the basis of Han nationality and minority references, applies law-history, history, ethnology and sociology to explore the unique syestem that was fully used in law system of Qing dynasty which play a vital role in establishing ethnic policy, prefecting autonomous region, strengthening minority region, developing the economy and positively dealing ethnic problem.
