Ting, as one of the local administrative organizations of the Qing dynasty, is a unique creation in the construction of local administrative system for it is established according to the principle of 'building for the convenience of administration, deputation of officials in accordance with land area. ' Ting is mostly set up in the remote areas, ethnic minorities settlements, newly-settled areas, and other special regions inappropriate for the setup of county. Ting of the Suiyuan region stands out in the local administration construction in the Suiyuan even the entire Mongolian region for it is transitional and its building and evolution is taken as an epitome of the Han nationality developing the border areas. The research on the twelve Tings in the Suiyuan region is of extreme significance for us to have a profound comprehension of the social changes of the then Suiyuan. This thesis, by describing the changes of social situation in different periods, makes a tentative attempt to account for the establishment and evolution, the deputation of officials and administration of each Ting, meanwhile probes into the reasons for and the process of building Ting in the Suiyuan region. This research presents an all-around picture of the economic, social, educational, and demographic aspects of the then Suiyuan society, and gives a detailed analysis of the positive and negative influences of the establishment of Ting, thus helping us to have a better understanding of Suiyuan region.
