When we analyzing a historical problem, we always paid attention to the direct or indirect connective dominant factors about it, but we often overlooked an important potential factor—"culture". People often took "culture history" as a special study field in history, however, little people tried to ask and expound history. This paper was an attemption on interpretion by use of culture. The aim of this paper was through the angle of culture analysis, by the contrastive study on western theory between japan and china (from late 19th century to early 20th century) to reveal culture's deep effect and its form on history, politics and society. Meanwhile, the author took a rethinking on Chinese traditional culture form in the comparation between japan and china, and he also tried to provide some useful advice for Chinese modernization nowadays.Since modern times, the western culture, including religion culture, project technology, natural science and social science infiltrate to the traditional oriental world in a large scale and formed the historical agitation named "western culture x?ad to the east". Between late 19th century and early 20th century, it reached a new climax. However, during the process of cultural collision and mixture of the inputting of western culture, there were great difference between china and japan, which led to the completely different developing road between the two countries.Through the actions of the western culture input, japan avoided the conflicts and mixed the western science culture's cream with its national culture's cream continuously. It took the capitalism road and finally finished the modern industrialization. But in china, when there was collision between the old tradition culture and new western culture, it didn't handle well on the problem of giving up national traditional culture's dregs and absorbing western culture's essence, which led china fall into the danger of society of half-colony and half-feudalism instead of developing modern industrialization on the basis of developed western culture. Apart from the preamble, this paper is divided into three chapters and a brief conclusion:The first chapter is the comparison between the Chinese-Japanese culture form, which makes the premise as well as the base of this discourse. Only by fully understanding the distinct difference in those two can we make reasonable analysis on the Western Culture—Introduction subject. In the author's opinion, major part of the difference between the two countries can subject to the racial culture difference. Specially in the speeding process of globalization, this difference will become more and more distinct which will make the two counties stepping into opposite paths. This is the whole thesis of the premise and foundation, and only in the full understanding of the fundamental characteristics of the different cultures of China and Japan in order to enter Western differences on the issue of in-depth analysis. The author believes that in the majority of the differences between the two countries can be attributed to differences in culture, particularly in the modern world gradually accelerated tx?rocess of cultural differences that has become increasingly evident from the performance of Japan and eventually to embark on two completely different path. The second chapter lays particular stress on the history. Divided into "two countries and the process of the importation of Western initiatives" and "the fate of the two Western input and results," two of the two countries in the Western input process and the specific effect of a more systematic description. I, "Both the process and the importation of Western initiatives" by the time the phases described in the importation of Western made vertical macro observation and comparison; section II, "the two countries and the fate of Western input results" China and Japan are on the importation of Western fate and the outcome of the different horizontal comparison. Through such a transverse vertical one, I think, in the Western input on this issue can have a more comprehensive understanding. In the third chapter, I made individual comparison among those urgers who boasted western culture, for the reason that they basically structured the main part of two counties' highbrows as well as the racial culture heres. It helps to the intuitionistic understanding of the culture difference between China and Japan. The article finally, the author made a presentation entitled "Past and mind, a guide for the future" conclusion. I personally believe that the current social history of the draw has always been a major problem that should not be overlooked, is a historical research one of the main purposes. The reason why there were so big differences and results was different. But among so many reasons, the culture factor was very important, and it was also worth people thinking. We can say that the different national culture form was the most core factor that led to the different effect in the "western culture inputting to the east world" from the late 19th century to early 20th century.
