The economy increases with a rapid and steady speed. The urbanization level improves significantly. Looking back at China and the rest of the world's history, national unity and social stability are prerequisites for economic development. A city is not only a political, economic or cultural center, but also an important component of a nation's social stability. Currently, in the process of urbanization, we should prevent illegal activities and crimes under the guidance of scientific concept of development through the city planning, construction and management to keep the social order and stability and to create conditions for economic prosperity and sustainable social development.Since the reform and opening-up, large numbers of surplus rural labor have been flowing into cities and all types of transient population settlements have been forming speedily and spontaneously. So it is an important issue for policy makers to make the urban space more scientific and rational, to develop cities regional functions, to strengthen the cities public security management, to prevent illegal activities and crimes, and to make the society more stable. In order to solve this problem, we should base our settlements on both current national conditions and the Chinese people's 5,000-year historical achievements to inherit and carry forward them and to be inclusive.The Tang Dynasty was a prosperous period of China's feudal society and its economy and culture were both highly developed. The capital city Chang'an was the nation's political, economic and cultural center and one of the world's largest cities of that time. All these benefited from successive emperors of the Tang dynasty, who had the liberal thoughts and political visions to be diligent, vigilant and to draw lessons from the history, a series of reform measures, which were conducive to social development and in line with the trend of historical development, and industrious people. And moreover they benefited from the social stability, the good order, and effective management and control of capital public security, thereby creating a stable good social order and a high degree of security. And among these benefits the capital city Chang'an's construction, layout, function and management system based on them played a great role. All these are what we should draw lessons from, inherit and carry forward in the process of urbanization today.
