Heritage consists of cultural heritage, natural heritage, and intangible (non-material) cultural heritage. On the background of rapid economic developing and urbanization accelerating nowadays, the extent of the destruction of heritage has become more and more serious, while abolishing and establishing have become a new increasingly prominently contradiction. Heritage protection also caused great attention of academia and government worldwide. How to deal well with the relationship between the protection of heritage, the modernization and economic construction has become the problems need to be resolved urgently.Research point of view which heritage protection researching scholars held is mainly in heritage itself, or in the heritage destruction caused by urbanization, but few in the administrative division adjustment's influences, So the author of this article try to study from this point of view, analyzing the relationship between heritage protection and administrative division adjustment.The article focused on the relationship analysis of heritage protection and the adjustment of administrative, proposed significant influences of the administrative divisions adjustment to the heritage protection in "authenticity" and "integrity", "management entity", "management-level", "Context", and "Heritage Tourism Industry consolidation," and so on. This article takes Zhangjiajie and Huangshan for example, analyzing from two respects: One is natural heritage and the other is historical and cultural heritage. It is good for paying more attention to heritage protection in administrative divisions adjustment which should be made good use of and give the positive role of heritage protection, avoiding the negative effects.
