In our country, Bilingual Education not only has long history, but also has influence to the development of technology and economic field directly.Bilingual language in the paper, means Chinese and English, between them, English are regarded as foreign language rather than government language in mainland China and Taiwan area , which are the premise of the study. Without systematic teaching material, reviewing plan and rigorous management, Bilingual Education now over focus on form, but lose sight of its aiming at training talent both in English and science in Mainland China, now it has become supplementary of English teaching. Attribute to the Bilingual Education, Economic and technology in Taiwan area, has made great achievements, there is much we can make use of their method of material developing, evaluation proposal and management.In the comparision, I think bilingual material is important. we should rely mainly on the local edition while recommend foreign teaching material, translation material and school edition. Specificly speaking, considering our students, material should be diversified, functional, interesting, systematic, basic, advanced and original. according to subject and grade, on the basis of difficult after easy, main after secondary, we compile textbooks.In addition , bilingual evaluating is important too. Through which, can we find defect, then Make decision.Besides, the development of bilingual education depend on the management from above to below.
