English language teaching evaluation is the internal requirement of thecollege English teaching reform. A comprehensive, objective, scientific andaccurate evaluation is of vital importance to the achievement of courseobjectives. With the development of multimedia and network technology, theMinistry of Education published the trial and revised version of CollegeEnglish Curriculum Requirements in2004and2007successively, whichpointed out that colleges and universities should make full use of moderninformation technology and adopt computer-and classroom-based Englishteaching model. Under the guidance of this kind of teaching model, teachingevaluation of combining of formative and summative assessment was putforward and the traditional summative classroom teaching evaluation systemhad been challenged.According to the guiding ideology of College English CurriculumRequirements, formative assessment refers to procedural and developmentalassessment conducted in the teaching process, providing feedback andpromoting an all-round development of the students, in accordance with theteaching objectives and by means of various evaluative methods. It facilitates the effective monitoring of students’ autonomous learning, and is particularlyimportant in implementing the computer-and classroom-based teachingmodel. While summative assessment is conducted at the end of a teachingphrase. It is an important project in front of college English teachers that howto combine them in the context of the new teaching model to improvestudents’ learning efficiency.The writer selected three representative universities and made a detailedsurvey of the present situation of English language teaching evaluationthrough the methods of questionnaire and interview. The collection andanalysis of data shows the existing problems in the current college Englishteaching evaluation system and in the process of implementation of it.According to the findings, analysis and previous literature, the writer trys toconstruct theoretically college English teaching evaluation system and thepractical suggestions and guidance of its implementation under the computer-and classroom-based ELT model.
