"Who learns how much of what language under what conditions?" is a basic question raised by Bernard Spolsky in his Conditions for Second Language Learning. This is also an important question in second language learning. Based on Spolsky's Conditions Theory for Second Language Learning, the writer put this theory into Chinese children's English learning and teaching. Through the research, the writer wants to know what conditions the Chinese children have and what conditions they are lack of. When we are quite familiar with the factors and conditions of English learning for Chinese children, we can set and create good teaching methods and improve the English teaching level in China.In the form of questionnaire, the writer did much research about English learning conditions for Chinese children. The questionnaire nearly covered all 74 second language learning conditions which were stated by Spolsky. The third and the forth chapter is the main and crucial parts in this thesis. The writer analysized from internal conditions and external conditions and have obtained a very obvious conclusion that the Chinese children are lack of comprehensive language input and output environment; the motivation for English learning is limited to pass exams and the English classroom teaching is rigid, not lively. It has great significance to propose some suggestions for English teachers and parents.
