The Research On A Psychological Support System In Emergent Situations: Hangzhou Model

To establish psychological support in the administration of emergent situations, aiming at re-building spirit for those experienced terrible life disasters, is the key context of governmental public interest as well as the enhancement of governmental emergency administration force. Zhejiang province has probing and initiating in the process of implementing emergent psychological support and pioneering national wide with"Hangzhou Model". This thesis is to do some relevant research on this case.This thesis gives an overview as well as the definition of the emergent psychological support model which is the organized administration model carried out by the government during the rebuilding period after emergent situations, basing on the psychological support network and related professional psychologists, targeted at the relative group of people by concentrated and lasting psychological support therapy. This paper differentiates from the former researches which are mainly on the topics of social emergent psychological administration, individual psychological emergent support and short-term support.On the base of the analysis of former emergent psychological supports carried out by Zhejiang Province, this thesis has model a comprehensive interpretation of the background and the significance of forming of"Hangzhou Model"in terms of government administration, harmonious social construction, public needs and psychological health and etc; meanwhile, concludes on the"Hangzhou Model"emergent psychological support characterized with tremendous supports from the Communist Party Committee and the government, inter-department coordination, public participation and expert participation during emergent period, professional operation from the perspectives of government organizing, establishment of laws and regulations, launching WebPages as well as public finance and etc. On this foundation, this paper will continue to discuss about the existing problems of"Hangzhou Model"through the aspects of legality, standardization, participation, perdurability and etc.; and cites some successful examples and experiences of developed countries and regions and bring up some suggestions in terms of clarifying government duties, improving service WebPages, strengthening professional constructions, promoting public education and etc. As the emergent psychological support is the dispensable part of public crisis administration. Consequently, this paper expects to serve as the function of providing useful resources for other regions in the process of establishing emergent psychological support model.
