Qualified bilingual teachers staff is the most important condition for bilingual education in primary and secondary schools.As the first country to implement bilingual education in the world,the United States has accumulated rich experience in the training of bilingual teachers in primary and secondary schools for its long-term practice of bilingual education.To supply qualified bilingual teachers in primary and secondary schools in China,it is helpful and importantto learn from its experience.The training of bilingual teachers in primary and secondary schools experienced a long history of change with the developmnet of bilingual education in the United States as the background.In 1968,"Bilingual Education Act" enacted as a starting point of the training for bilingual teachers in primary and secondary schools in U.S.In 1970s,the case of "Lau v.Nichol" stimulated the development of bilingual education directly and also promoted the training of bilingual teachers in primary and secondary schools in the initial development.Despite some ups and downs of bilingual education because of the U.S.English-only movement since 1980s,the training of bilingual teachers in primary and secondary schools still has been developed.During the long-term practice,the training of bilingual teachers in primary and secondary schools in the United States has formed unique ideas and clear objectives. Guided with the ideas of combination of noble ideals and values,high skills at bi-language and bi-cultures,advanced teaching theory and practice in bilingual education,a qualified bilingual teacher in primary and secondary schools must be trained and reach the objectives with the ideal of the dedicated profession,professional knowledge in bilingual teaching,flexible bilingual teaching skills and integration skills of curriculum,strong interpersonal skills and teaching reflection ability,etc.To implement the ideas and objectives mentioned above effectively,the United States has set up a number of training organizations and institutions,such as National Association for Bilingual Education(NABE),California Association for Bilingual Education(CABE),Multi-district Trainers Institute,Bilingual Education Training Institute,Language Development Specialist Academy,and so on.With the distinct features of special trainees,professional objectives,varied methods and rigorous evaluation of training,they play an impotand role in the training of bilingual teachers in primary and secondary schools in the United States.Anyone that wants to be a qualified bilingual teacher in primary and secondary schools in U.S.must get the bilingual teacher certification and take part in the professional training.These bilingual teacher trainings are mainly held by colleges and universities,teachers training centers as well as the bilingual schools.We can learn the stringent qualification requirements for a bilingual teacher from Connecticut's accreditation of bilingual teacher certification.U.S.bilingual teacher training in primary and secondary schools provideds us with a lot of experience.These experience are to institutionalize the training of bilingual teachers in primary and secondary schools,to emphasis on professional development of bilingual teachers in primary and secondary schools,and pay more attention on the cooperation of colleges/universities and bilingual schools.To build our country's bilingual teachers system in primary and secondary schools,we can take some measures,such as appealing the strong support of national policies,improving the way of training,and setting up a strict accreditation system for qualified bilingual teachers.
