United States is one of the counties which implement bilingual education earliest.During 400 years,bilingual education in America has already formed its own characteristic.Through analyzing American bilingual education policy,can provide experience for minority bilingual education in our country.The thesis mainly adopts such research approaches as analytic approach of documents,historical approach,factor analytic approach and comparative approach to carry on the research of the American bilingual education Policy.This thesis has mainly discussed American bilingual education policy from five Parts:The first part explains the meaning of choosing this topic and at the same time clears some confused concepts.The second part analyzes the factors which affect the development of American bilingual education.This part points out that the diversity of American population constitutes and cultures as well as government's thinking about economics and politics are the keys motivate the existence and development of American bilingual education policy.The third part elaborates the development of American bilingual education from the angle of history.There are five stages of the American bilingual education Policy.It mainly looks back the implicit existence and golden developed times of the policy.Based on the elaboration of the third part the forth part has analyzes the essence of American bilingual education policy and then concludes the characteristic of the policy.It points out the political character is the main character of American bilingual education policy.The fifth Part is comparison.The dissertation discusses the deep-seated roots that affect China-America bilingual education Policies from social functions as social mobility and economy communication needs as economic mobility,and also impacted by culture functions.In the end,the thesis attempts to reveal the nature of bilingual education and the ought-to-be tends of Chinese bilingual Education Policy.
