On Wellington Koo's Abatement Of Regulations Diplomacy During Warlords Government

During the period from the Opium War to the beginning of the China Repiblic, all of the western countries forced the old China to sign many unfair contracts, making her interational position fall down. Among those contracts, the ones that signed with Japan in 1915 were a obvious simbol of the old China's lowest position in the world. After the WWI, the world's political structure changed in the form of the looser control of those Imperial countries ,which made a comparatively relaxed intenational enviroment for China.With the falling position of the motherland, thousands of people started to cry for abasing of the unfair regualtions and many of them even launched armed fights. On the foundation of the China Republic, the quality of Chinese diplomacy was increasing by a new group of professional diplomats.They fought firmly on defending the territorial sovereignty of China, among whom Wellington Koo was a representative. Wellington Koo's diplomatic idea of abasing unfair regulations went through a process of coming into being to getting mature,closely related to Koo's combined education from both China and the west.Wellington Koo went into the Foreign Affair Department of Warlords Government after his graduation in 1912. His career started since the Paris Peace Conference in 1919, marked as China's first try of abasing the unfair regulations. After this, Koo joint conferrences during that period such as Washington Conference, China-Russia recooperative negociation and China-Belgium revised contract conferrence, becoming an active role in the diplomatic communication of that time. As a diplomat of a weak country, Wellington Koo insist on his priciples of self-decisive, practical, and super-Party ,actively using strategies such as"restricting Japan by uniting America"and"talking seperately with different countries".He made a big contribution on defending the dignity of Chinese nationality. Wellington Koo performed a strong ethetic awareness and patriotic emotion in the fighting for our motherland's rights. His"Abatement of Regulations Diplomacy"plays an important role in his whole career,as well as a splendid page in the whole China's fighting against unfair regulations. He made a great contribution on the promotion of China's position in the wole world. However, his views still has some limititions because of the historical background. Although the achievements he made were limited, there are still some implications for our future work.
